Aqua sprawl continues ~ Shanghai sells for $28 mil

The Rapidsea quest to keep developers from building, buying and selling weird, manmade, environmentally unsound islands is not working.  "The World" islands in Dubai keeps pushing forward.  According to Luxist, Shanghai Island just sold for $28 million.

Is it really any wonder why the Russians want their own?
